Who should talk first the guy or the girl?

I used to sit by a boy i liked...now i moved to a different part of the cl room. I think he liked me but i failed to respond to everything he said...now I regret it. I still like him... but feel clostrofobic around him.., should I asked someone to tell him I liked him... and that guy said he did but said that they guy i liked said ewww or something...but those 2 arn't even really good friends...is that normal... I really want to talk to him and feel normal in that cl....what should i do??? PLEASE HELP ME...this has driven me crazy for the past 14 weeks if not a lot more.
