Can radioactive particles be converted into energy/nuclear energy?

If i had to live on Jupiter's moon "Europa" it has a radioactive topsoil. If i have access to all the nuclear technoligy and all of the technoligy that exists in the world today could i convert the radioactive top layers of the planet into nuclear energy or any other form of energy? if not what are some other ways to create energy on a planet. Is there any wind in space with a thin atmosphere of oxygen? any other ideas? Would solar energy work? What about energy from the cold?
