How would you explain this paradox?

2. Financial investors are buying a lot of short-term loans, called bills, from the U.S. Treasury – even though the rate of interest on T-bills is virtually zero. Meanwhile, investors are withdrawing money from their bank accounts, although these pay a rate of interest of over 3% a year. How would you explain this paradox?
